Man charged with animal cruelty after admitting to ‘fishing for cats’

Kenny Rowles, 27, recently turned himself into police after authorities investigated him in April for animal cruelty.

The crime? Baiting fish hooks with cat food.

According to the criminal complaint, a cat rescue alerted the Luzerne County SPCA to Rowles’ activities in the beginning of April.

The 27-year-old Pennsylvania man admitted to placing scraps of meat on a fish hook and then tying it to a string which he hung from his back porch.

“There was a string with a hook, and then he put food on it, dangling for the cat and the cat ate it,” said Dawn Mandygral, who runs Happy Hearts and Tails Safe Haven Animal Rescue, told WNEP. “He deliberately–he was fishing for cats. That’s what he said.”

At the time Mandygral believed there were additional cats that had “string coming out of their mouths,” but now it is believed there was only one injured cat.

Rowles was charged with animal cruelty and was unable to make his $100,000 bail.

“The charges we did file against him were torture. Torture is prolonged pain and not providing vet care, and the wound was infected. He was in pretty bad shaped, the cat,” Humane Society Police Officer Lisa Devlin told The Citizens’ Voice. “It was very harmful to the cat, so I’m thankful that the justice system will step in now and we’ll get justice.”
